Ecofleet Solutions Ltd. is a government-owned company leading the modernization of public transport in Rwanda, starting with Kigali. We own and operate the city’s public bus fleet and are responsible for setting service standards, operational SLAs, and shaping the overall transport ecosystem.

Role Summary

The COO plays a pivotal leadership role in driving operational excellence across Ecofleet smart mobility ecosystem. Responsible for end-to-end service delivery, fleet operations, network performance, and customer experience, the COO ensures operational reliability, efficiency, and scalability. The role also leads the integration of new technologies, partnerships, and delivery models to support Ecofleet mission of safe, sustainable, and accessible urban transport.

Scope of the Role

  • Fleet & Service Operations: Managing daily transport operations, vehicle uptime, driver management, and routing.
  • Maintenance & Depot Management: Ensuring timely preventive and corrective maintenance, spare parts availability, and effective depot operations.
  • Customer Experience: Defining and driving user satisfaction, accessibility, and feedback loops.
  • Performance Management: Overseeing KPIs on efficiency, safety, service quality, and financial sustainability.
  • Operational Partnerships: Managing contracts and SLAs with OEMs, operators, and city stakeholders.
  • Crisis & Incident Management: Leading response systems and business continuity for operational disruptions.

Key Responsibilities

  • Lead and manage day-to-day transport operations across all modes and fleet segments.
  • Develop and monitor KPIs to track service reliability, uptime, safety, and customer satisfaction.
  • Ensure efficient deployment and use of fleet assets and human resources.
  • Drive operational readiness and handover for new systems, routes, or infrastructure.
  • Implement standards and protocols for safety, vehicle maintenance, and operational compliance.
  • Oversee contract execution and vendor performance for outsourced operations and support services.
  • Drive a performance-driven culture that values accountability, data use, and continuous improvement.
  • Lead incident response protocols and ensure risk mitigation across fleet and service operations.

Qualifications & Experience

Minimum:

  • Bachelor’s degree in Transport Operations, Engineering, Business, or related field.
  • 8+ years in transport or logistics operations, with 3+ years in a senior management role.

Preferred:

  • Master’s degree in Transport Management, MBA, or related discipline.
  • Familiarity with African urban transport challenges and government partnerships.

Role Summary

The CSEO plays a strategic leadership role in driving Ecofleet transition toward a sustainable and intelligent urban transport system. This role oversees the full lifecycle strategy of fleet assets, leading the shift to low-emission and electric mobility while unlocking climate finance opportunities. The CSEO ensures alignment with national green growth objectives, fosters innovation in smart transport infrastructure, and contributes to safer, cleaner, and future-ready mobility solutions.

Scope of the Role

  • Fleet Lifecycle Management & Renewal: Leading strategies for fleet modernization, low-emission upgrades, and asset circularity.
  • E-Mobility Roadmap & Technology: Driving the adoption of electric and smart mobility technologies, including supporting infrastructure such as charging stations and ITS (Intelligent Transport Systems).
  • Climate Finance & Investment Readiness: Mobilizing green financing mechanisms and aligning project design with climate finance eligibility frameworks (e.g., GCF, carbon markets, blended finance).
  • Policy & Regulatory Alignment: Ensuring company strategy and initiatives comply with national transport, urban planning, and environmental policies.
  • Sustainable Infrastructure & Transport Safety: Overseeing the integration of safe, green infrastructure in fleet operations, aligned with Rwanda’s green growth and SDG targets.
  • Team Leadership: Leading and managing cross-functional teams in Engineering, Operations, and Sustainability to execute e-mobility and fleet transformation initiatives.

  • Develop and implement long-term plans for asset renewal and transition to low/zero-emission vehicles.
  • Lead e-mobility pilots, partnerships, and scale-up of electric buses and charging infrastructure.
  • Mobilize green financing (e.g., carbon credits, climate funds) to support Ecofleet’s transition efforts.
  • Ensure compliance with national transport and energy policies; engage with regulators and ministries.
  • Oversee development of ITS, vehicle tracking, and data-driven mobility solutions.
  • Define and report KPIs on emissions, efficiency, safety, and sustainability impact.

  • Experience with e-mobility infrastructure or fleet renewal programs.
  • Knowledge of GCF, GEF, or similar funding mechanisms.
  • Familiarity with transport safety best practices and urban mobility systems.
  • Experience in leading international mobility and sustainability initiatives, especially in an urban context.
